Tides are not caused by the Moon raising water using gravity.
What is important in tide formation is to understand the interdependant motion of the Moon and the Earth. The Moon does not rotate about the Earth's centre but around the centre of mass of the Earth-Moon system. At the same time the Earth orbits around this centre of mass and in so doing generates a centrifugal force acting on the oceans.
The centrifugal forces are combined with the gravitational forces. The components of these resultant forces, tangential to the Earth's surface, are the tide generating forces.
